Interrogating Catherine is about the institutionalised interrogation and torture of its citizens by an unnamed government.

Catherine is a pawn. We don't know what her crimes are... We don't get to know what the evidence is against her... 

The barbarism is heightened by the contradiction of the interrogators themselves. They are not leatherclad Nazis, KGB thugs, or even police detectives. No, these people are "normal" workers in a beaurocracy centred around one thing... INFORMATION. The Intrerrogators could be working in a council office, be social workers or even call centre workers. Except they destroy people for a living.
